Let me be first to say that you’re taking a risk with this video. For average Joe without context it might look like normal scenery and nothing really out of extra-ordinary. Low quality of the video it’s hard to see and judge people faces or behavior for signs of aversive intent or see any temporal patterns except photographers and service lights on the cars. Even then you will be dismissed as everything is natural since people don’t like if someone sticks camera to their face, parked cars do sometimes have service lights on, people walk dogs and so on. How do you distinguish natural environment from stimuli designed to cause affect and infused into that environment. Thats the danger of being sensitized to stimuli which can also be completely natural as no work is longer needed on part of undercover agents as person already torturing himself as it becomes very hard to distinguish between the two.
I like to see how people react nonetheless. People have widely different views of what they see as abnormal. Police stalking navigates in that territory, sometimes successfully, sometimes not.
I just want to point to “Mimicking Operations” as described in Australian Army Journal.
Deception and Mimicry/Corruption is the insertion of intentionally misleading information … [deception and mimicry] amounts to mimicking a known signal so well, that a receiver cannot distinguish the phony signal from the real signal. Kopp and Mills define mimicry as one of ‘four canonical offensive information warfare strategies’.
It’s no denying of existence of a threat it’s about understand implementation of it as very effective tactic to create this uncertainty.
We already know the identities of the perpetrating parties. It´s easy to find out who work for them. Why not publish something in higher quality?
These are my artistic impressions. The goal here is not to prosecute anyone, just to provide some perspective. The material I would hand over to a court is of a different nature than material that I publish online.

It´s such a low quality that there is really not much to say about the video in my opinion.
